I feel your pain TnTicketlosers, I asked the OLC why we don't have a state lotto jackpot game and if we will be getting one in the future their response was legislation won't allow it . Then I asked about better scratch-offs games(since our highest is $5 to win $30,000-$40,000) you can guess what they said umm........ state legislation won't allow it . And they(OLC) wonder why lottery sales are down.

Ten years ago there were several Internet sites where we could gamble playing Bingo, poker, and bet on horse races. In 2006 Congress passed the Unlawful Internet Gambling Enforcement Act and by 2011 all the sites were closed with the exception of horse racing. You can buy lottery tickets for other states games, but you can only cash those tickets in that state. Even though the PB and MM numbers are the same in each state, we can only cash those in state where the tickets were bought too.
Currently 39 states have casino gambling and eventually state legislators will see through the hypocrisy and allow online lottery wagers within states and hopefully players can open accounts with other state lotteries. The states with 5 minute Keno could easily double their Keno sales with online wagering.

It looks like you mean you can't buy and cash any Georgia Lottery games tickets outside the state of Georgia, but some state lotteries offer subscriptions. From the NY Lottery FAQ.
4.
Can I purchase a New York Lottery subscription if I live outside New York?
Yes. To purchase a subscription through the Lottery's subscription center, you must access the subscription center from a computer or other electronic device physically located within New York State at the time of purchase.
To purchase a subscription by mail, you must provide a New York State mailing address.

You can only buy them online if you're in the state at the time. So you would have to make a trip to the state where you can purchase them at any place that sells lottery tickets.
Q. Can Georgia Lottery tickets be purchased via the mail or the Internet?
A. The Georgia Lottery Corporation does not offer sale of Georgia Lottery tickets via the mail. Georgia Lottery Players Club members are able to purchase KENO!, Mega Millions, Powerball, and Fantasy 5 tickets on the Georgia Lottery’s website while located within the state of Georgia. Click here for more information.

I live outside of Georgia; can I still be a member of the Georgia Lottery Players Club?
Yes, anyone age 18 or older may be a member of the Georgia Lottery Players Club and enter eligible Georgia Lottery tickets into second chance promotions. Residents outside of Georgia are eligible to upgrade to and manage an iHOPEcard account, but tickets cannot be purchased online using the iHOPEcard while physically located outside of the state of Georgia.
Can I access the Players Club using my mobile phone or tablet?
While you should be able to log in to the Players Club using your mobile phone or tablet to view information and enter second chance promotions, you cannot currently purchase tickets while using a mobile/cellular network, or satellite Internet service, to access the Internet. At this time, tickets can only be purchased online using a direct Internet connection or Wi-Fi so that we can verify that you are located within the state of Georgia. Unfortunately, AOL users are unable to purchase tickets online when using AOL’s service to access the Internet.
I'm thinking a cheap dial up service like basicisp using a dial up access number for Georgia like you would use while traveling, ignoring the long distance charge, might work . . .

They said: "I cant buy tickets in Georgia ,I called and ask the man said no.." and I have no idea who "the man" is, but anyone aged 18 or over can go to any Georgia Lottery retailer and buy a Georgia Lottery ticket.
