As it is known, there is no relation between one draw and any other-one, or at least there should not be.
Thru the use of the stats of "Patterns" a person can try to "relate" them in some way(s).
If the pick 4 or any other lottery game such as the MegaMillions or even the Stock Exchange can help you with pick 3 prediction in some way then use that.
How you go about trying to relate unrelated events thru some kind of stats of patterns is all up to you.
You are not the first person to think about doing that, I thought about trying to do that years ago, but either I could not make it work or didn't try hard or long enough, I don't remember what happened, I only know that I never used any such technique.
Intead like many others I have used pick 3 past draws for pick 3 prediction.
But I never cared much for all states prediction, so I didn't use the pick 3 draws of one state to try to predict with them the future draw(s) of another state.
I did see that if a state has two daily draws, you can either use them separated or mixed together, at times one of the two ways might work better than the other way.
Your own interpretation of stats of patterns might guide you.
What you do or don't should have to do with your own interpretation of stats of patterns.
Two persons might not see and or interpret the same.
There are even people who just don't see anything.

It might take a lot of thinking and time to find ways in which the pick 4 can be use for the pick 3 and or the pick 3 for the 4.
Things are relative, relative to what the stats show to you.

It is best that you yourself learn how to deal with prediction:
