A Dallas-area man who Travis County prosecutors say had his $1 million lottery ticket stolen by a convenience store clerk in 2009 has sued the Texas Lottery Commission and others in hopes of recovering all of his winnings.
Lawyers for Willis Willis, a retired Grand Prairie maintenance man, filed the suit in state District Court in Travis County last week against the lottery commission, GTECH Corp, which runs the lottery, and the owner of a convenience store where Willis bought his ticket.

Scratch-off lottery tickets arrive in Arkansas
It turns out $48 million in lottery tickets doesn't look as impressive as it sounds.
Shrink-wrapped pallets arrived by tractor-trailer Monday to a warehouse in southwest Little Rock, a first shipment of about 30 million scratch-off tickets destined to inaugurate the start of Arkansas' state lottery.
Lottery officials dolled up the event for reporters, with two police cruisers and a motorcycle blaring sirens as a semi-truck decorated with balloons and streamers, like a homecoming parade flo

Prelude of coming battle over Keno
The head of the Arkansas state lottery and Gov. Mike Beebe met for the first time Monday but didn't talk much about their differences on keno.
Executive Director Ernie Passailaigue's meeting with the governor came five days after Beebe told reporters he would oppose keno being instituted in Arkansas as a state lottery game.
Passailaigue has said he envisioned keno being played in bars and restaurants by people watching monitors for winning numbers that

Hi LottoHackJack
It is rather funny that what you are suggesting in relation to my previous post!
You said;
The ticket-vending deadline is probably required to make sure that all vending machines are offline and disabled before the draw, so that the vendors/public-at-large cannot purchase a winning ticket combo after the draw has already occurred and been made official.
...and therefore all possible measures are considered to reassure that public cannot purchase unauthorised t

Wyoming lawmakers again debate state lottery
A Wyoming state House of Representatives committee will decide Friday whether a bill to create a state lottery to benefit education and the horse industry will survive.
Kids and horses epitomize the spirit of Wyoming, bill sponsor Rep. Sue Wallis, R-Recluse, told the House Transportation, Highways and Military Affairs Committee on Monday.
Wagering also is an old tradition in ranch country, she added.
A conservative estimate shows a lottery with entry tickets sold at retail stores would

Arkansas Attorney General supports lottery, but cites cost concerns
Arkansas Attorney General Dustin McDaniel on Friday said he voted for creating a state-run lottery to fund college scholarships, despite concerns about how much it will cost the state to start up the games.
McDaniel said he wants lottery revenues to pay for any additional lawyers his office may need to hire to address legal issues related to the games.
McDaniel said he cast his ballot last week as an early voter. The lottery amendment appears on the ballot for Tuesday's general election.

Virginia winners may have to pay for Lottery's mistake
Sometimes lotto luck lies underneath the surface of a scratch-off ticket. Sometimes it lies in the bounce of a ball. And sometimes it lies with the Virginia attorney general's office.
Hundreds of players thought they had struck gold when lottery terminals errantly spit out tickets that appeared to have won them as much as $7,777. Turns out it was a computer programming error, not lady luck.
Now the state's top lawyers will consult with the Virginia Lottery to decide whether the players get

Lottery firm fined $1.4 million over security breaches
The Washington, D.C. government has fined the company that runs the D.C. Lottery $1.4 million for security breaches, a decision that could reignite a debate over selecting the next contractor to operate the city's gaming industry.
In a letter to Lottery Technology Enterprises, District contracting officer Eric W. Payne said the company failed to conduct proper oversight of its employees, allowing $72,855 in payouts to fraudulent winners and $86,166 in stolen tickets in 2005 and 2006.

Senate panels look into privatizing Texas Lottery
As state revenue from the Texas Lottery continues to decline, two Senate committees on Wednesday began searching for ways to boost the state's take from the games of chance including the possible privatization of the entire lottery operation.
Senators indicated they are willing to look at a variety of options to get the revenue flow back on an upward track after recent declines - including a drop to about $975 million this fiscal year after several straight years of totals over $1 billion - a
