Lottery legislation: Inside Alabama's lottery debate
Alabama's got the same problem as Utah and Nevada combined. They got religious people against it (like Utah) and established gambling vemues blocking it (like Nevada). I don't think they'll get a lottery on the ballot this November. And if miraculously they did I don't think voters would approve it.

Years ago I went to Utah, checked in the hotel, and went to get dinner. ROFL!! Little did I know that they didn't have beer or liquor of any kind in the state. Why doesn't Utah have a lottery...
I don't want to sound disrespectful but the OP doesn't seem to know much about Mormons and doesn't seem to know that Utah is a Mormon state. Mormons ABHOR any form of gambling. Even if Utah has tens of millions of populations it won't allow lottery because of the religious conservatism.
