CASH,Well the TN Lottery has to be around for 6 months before they can join a multi-state organization. Then it's probably another 3-4 months after they are approved, before the tickets start (especially considering the slowness with which TN deals with their lottery). So we're looking at late 2004. Hot Lotto would be 2 1/2 years old by then. Depending on how sales go in DC may determine whether MUSL keeps the game.As far as TN joining MUSL or going with MM, that's really very interesting. Cause

Will Texas Join.....
I think I read an article here a few weeks ago that talked about MUSL and the Mega Millions Group putting on presentations for the Texas Lottery. Sounded from the article that MUSL (PB) had a better presentation.While it is true that MM is in the bigger population states, the fact that the jackpot has not grown that large since the new ball set started, may keep Texas away. JustOnce: Georgia tried to do just that in 1996. GA was a MUSL member when the plans for Big Game were announced. GA wanted to offer both games simultaneously for about four months. They were booted almost immediately from MUSL after sales of Big Game started. I don't think there's a need for a lottery to try to offer both MM and Powerball at the same time. Lottery rigger Eddie Tipton released on parole
Final decision after back-and-forth fate of convicted former MUSL Security Director

Convicted lottery rigger Eddie Tipton was released from prison on Friday following a series of events that had his freedom in limbo.
According to the Iowa Department of Corrections online prison records, Eddie Tipton, 59, was released from prison in Clarinda, Iowa on parole.

Regarding your sentence, Suppose that they had found a way to actually program daily numbers into the RNG program to come out on specific days... , Eddie Tipton did that, and it's extremely well documented at Lottery Post. He did that on computers like the ones you described in Delaware. They all claim to be not connected to the internet, but that does not stop an insider.

Mega Millions tickets are selling so fast that unique number combinations are running out
It definitely looks like MUSL was smart enough to learn from MM missing their overly optimistic estimate. Unless people spent all their money I'd imagine a roll will go well beyond 750, and I'm sure that's what MUSL is thinking. They're just being smart enough to make sure they don't get caught out claiming an increase of 300 million and coming up short.

Are national lotteries rigged?
It's always possible given we don't have behind the scenes knowledge of what goes on, that's why you need to trust that MUSL and the applicable police agencies will be able to identify and prosecute riggings. Clearly a large enough percentage has that trust in order for MUSL to make their money.
