Well, lucky for the winners obviously, but I also meant just random chance. If states are going to have a game that isn't rigged, streaks of both winning and not winning go with the territory. I totally agree. If you find a winner, quietly put in your pocket, don't say a word, and look it over at home. Don't even tell your friends you found it - who needs to know? Wait 3 weeks or 3 months and cash it in at some other store in some other town.
