Idaho Lottery's newest draw game has first drawing tonight
I think that it's done in proportion to the population therefore in proportion to the amount of players. This is equivalent to larger bordering states having a 5 ball Lotto draw that starts at $1 mil. (annuity) and grows by $100k each drawing. Therefore being a less populated state it's starting at $250k. So essentially the same as larger states with a state lotto simply starting at $250k in proportion to the states population.
It seems like it's in between a pick 5 and a state lotto gam

Powerball changing in October to generate bigger jackpots
By Todd Northrop
The multi-state Powerball game will be changing in October, making it harder to win the jackpot, while at the same time making it easier to win a smaller prize.
With the state lotteries becoming reliant upon big multi-state jackpot games driving ticket sales, the long streak of Powerball jackpots being won before reaching historic levels has crimped state budgets. The October changes are designed to fix that problem by forcing the jackpot to be won less often.

Early talks for a joint Powerball-British lottery game
The states don't lose anything by adding a multi-state lottery, or an international one, if one should come along.
