Ticket sales for Powerball and Mega Millions were slowing prior to the pandemic. The pandemic gave them an excuse to lower the starting amount to $20 mill. And, they no longer have to guarantee a minimum bump between draws. Prior to the pandemic it was $5 mill for Mega, and $10 mill for Powerball. Now that they've made the change, they aren't able to change it back unless all states that participate in the MUSL also agree to the change.

Unfortunately North Dakota is one of them, considering that state spends the least amount of money on the lottery.
