Correction: There is no such thing as a non winning State. Two: No one is saying they have to win ALL the time. Oh, I guess I'll get around to answering the title question. Keeping it to US states... Florida, New Mexico, Oklahoma, Louisiana, Kansas, Nebraska, Oregon, Washington, New Jersey and Nevada. I think I could find a decent area of any other state. Oh, and Hawaii. I've thought about Utah, but that SLC air scares me. I'd have to live outside the city.

Obviously- in an alternate reality at this point in time.
