I'm going out on a limb here because I didnt get any info directly from the New York State Lottery commision, but some things are obvious. Whether I buy a QP or use a play slip, the transaction will be recorded in a database stored on a central sever. The local terminal might be the source of the numbers of a QP, but it has to report the transaction to the central office. The same would be true if I used a play slip. How does winning the lottery feels like?
Ever wonder the adrenaline of winning the lotto? How it would feels like? I always wonder. I was looking through CA lottery for lucky retailer and I have notice there are a lot of store that sells the jackpot winning ticket for 2 and 3 times. Now that's either luck or God wills.

Do you tip when you win? Who? How much? Why do you tip?
I've put a five into a Salvation Army tea kettle for luck before. The retailer gets a percentage from the lottery commission when you win big and the lotteries are about the most profitable product they sell so there's really no need to tip. They're already glad to be selling the tickets.

Do you give lottery tickets as Christmas gifts?
I most certainly did give tickets for Christmas gifts (and I've still gotta get some more tickets to give for some more people next week). One thing I like about buying lottery tickets for gifts.....they're quick, easy, and you (for the most part) don't have to wait in long lines unlike if you were going to buy them something from a mall or big retailer this time of year, and there's a chance that the ticket itself could be worth more than it looks.

Small Winnings Tax Question
You are correct up to a point. What you need to realize is that you were very blessed to be able to cash $1,200 worth of tickets at the same time. I will state again here in TX the retailer is not obligated to cash your ticket. They (retailer) do it because they want to not because they have to. Don't believe me, read it for yourself at the TX Lottery site txlotto.org click on FAQ scroll down to question number 14. It says, all retailers are authorized but not required to pay prizes of $59

Small Winnings Tax Question
I'm not a tax expert but speaking from experience. If I were you, I would contact the Lottery Regional office, if you have one and pose this question to them. I knew a local retailer and he cashed 50 for me and treated them as individual tickets. I may be wrong ,but I suspect the lottery office may not do this.

Yes,I believe that a lottery retailer should keep enough money on hand to pay any all winners that purchased a winning ticket at his store.He should have a safe to keep the money secure.He should also have insurance in case the money is stolen.If he doesn't have both a safe AND insurace,he's an idiot and should NOT be in business!

MaddMike, I can understand your frustration. You don't have the same options as urban area players. The guy that told you to come back and still didn't pay you is an a#$h*le and shouldn't be allowed to sell lottery tickets much less manage a store or stock shelves. Find a good local retailer and stick to Iowa games.
