Have self-serve lottery machines, but can't pay out any tickets? (Rite-Aid in Ohio)
You can go to any Lottery Retailer and Cash your ticket up to 599 if they have the Funds. Some stores don't have all that money especially if they got a few winners already. I have took my winning tickets to several stores before anyone would cash my ticket it happens like that sometimes. They have a lot of those self-serve in many stores, I didn't know Rite-aid had them.

Can you play pick 4 games in another state via lottery post?
I'm pretty sure in every state lottery in the USA, pick-4 tickets must be bought from a state lottery retailer so the answer to your question is no . If Congress ever passes a bill making online gambling legal, then it may be possible to buy tickets from other states.

What kind of "Freebies" does your State lottery give a way?
Dayum, from a marketing perspective all retailers should have bet slips readily available for players. I don't think Ive seen a retailer here in FL that doesn't have hundreds of betslips at the lotto kiosk for players to take as many as they want. Maybe some states want to try and save money by not giving out unlimited amounts.

Most states require retailers to sell a minimum amount of tickets monthly, I would think any retailer who wanted to continue selling tickets would at least do what he could to keep lottery customers coming back.

B O L O G N A ! retailer makes commission when they sell the tickets, not when they cash it. reasons why they wont cash it, they don't have the cash, saving it for other big winners, you're not a regular customer, etc... I tend to cash my winners at high volume locations where I know they have the cash on hand.

Redeeming winning tickets
First thing i'd ask before buying a ticket at a retailer is can you pay me if i win 500 or more. if they say no then i go to where they can like a large liquor store or grocery store where they have the cash on hand.

If You Create a System that Can Win the Lotto: And Some Thoughts..
When Ohio first started its SuperLotto games two plays cost a dollar but you could never buy one play for 50 . Michigan had a spare change game where you could play for a quarter or more but it didn't last long. Lotteries are designed to make money for the states and retailers expect to make at least a (5%)profit selling those games and 25 games don't allow that. Until states have stand alone lottery terminals that does not require a retailer to participate, 25 games will never be a money maker.

POLL - On The Whole Do The Lotteries Provide Truly Random Numbers?
In Texas, they shutdown the Statewide network between midnight and 6 am every night in order to be able to do things like this. You can't even cash in a ten dollar scratcher after midnight unless you find a retailer willing to take a risk and validate in the morning. Really puts a damper on a winning streak.

Why do people play QP's?
I fill out the playslip with QP's straight across the five lines then let the retailer scan it. It beats them from making a mistake and I having to spend more money.-weshar75
