There are reasons why the other states don't have Lottery.... Alabama- You have to be able to count. Alaska- You can't play any numbers cause ALL the numbers are cold. Hawaii: They think ping pong balls is an appetizer made with a starchy binder and SPAM. Mississippi: Lottery employees and their family members are not allowed to play the lottery. Just my $.02 Tennessee (Baptists), Utah (Mormons) and Hawaii (illegal gambling interests) were never supposed to get any form of legal gambling. Tennessee has lottery now, so that wasn't totally true (how many Tennesse doillars were going across state lines for lotto?) They could have gotten away with Lottery Scam if they sold the ticket...
Probably not a good idea to start a thread talking about how to scam the lottery on a lottery site. If its the two guys in Mississippi, I'd think their biggest problem is the false identification. There's no law against presenting a lottery ticket for payment and according to the story, the ticket was signed and presented for payment.
